Cant you get a Remington 700 for that price?
I am seriously considering a Savage 10FP 'Tactical' its sub $4-500 range and even w/ a good scope you can be out less than $700
FN PBR= Pre '64 Win 70 action.
FN PBR> Any remington 700 IMHO ( I say this as I am purchasing a 700...*tsk* *tsk*).
PS- RushN has a 10FP and he likes it.
PSS- You can get a Remington 700 SPS Tactical for $5-600.

I would take the Remington 700 SPS "Tactical" (20" bull bbl, .308, hogue stock) over my Savage 10fp. (I would not take the standard Remington 700 SPS over it)
Both are about the same accuracy (since our friend Bill has the R700tac) but the stock on the tactical is a nice and light rubberish Hogue and the savage is a hunting style with ghey checkering that just doesn't feel as nice in your hands.
..not to mention that Tactical model is pretty rare now.. especially for under $700. Bud's has em for ~$550 right now.
In the 10FP's defense, it has 2 front posts for a sling and a bi-pod, and a smoother action. (the rem 700 action probably requires less operating force tho)

I should add that I got my 10FP for ~$550 from Bud's (http://www.budsgunshop.com/catalog/product_info.php/products_id/78301).

Also, sorry to revive a dead thread, but I forgot to tell you: If you want a great scope for a good price, look at an SWFA SS or a Falcon Optics Merlin or Menace.
